President Reagan said he will work with Congress on an aid package for the Nicaraguan rebels but will not agree to any plan that is “little more than a disguise for surrender and abandonment.” Reagan’s proposal for $36.25 million in military and other aid to the Contras was rejected by the House on Wednesday although approved by the Senate the next day in a symbolic move welcomed by the Administration. Democrats in Congress are now working on an alternative plan expected to be limited to humanitarian aid. “I await the details,” Reagan said in his weekly radio address. “ . . . The fact that we disagree does not mean that America cannot act.”
