The Fountain Valley School District is expected to vote Thursday on a controversial proposal to shut down two elementary schools--Arevalos in northeastern Huntington Beach and Fountain Valley in south-central Fountain Valley. The closures are sought because of a continuing decline in enrollment, from 12,700 students at 19 schools in 1973 to 6,100 students at 13 schools this school year.
