A plan to burn oil field byproducts in an incinerator south of Taft was given to Kern County officials by a Costa Mesa company, the third such toxic waste disposal plan submitted. The county plans to form a citizens’ committee to oversee a review of Oil Field Waste Engineering Co.’s proposal to burn low-level hazardous wastes. Two other firms recently submitted plans for toxic waste disposal--one suggesting an incinerator in the town of Arvin and the other a deep-well injection project near Wasco.
