President Reagan issued an executive order creating an inter-agency working group to make recommendations to avoid a recurrence of last October’s stock market crash, the White House said. Treasury Secretary James A. Baker III will head the group that will also include the heads of the Federal Reserve Board, the Securities and Exchange Commission and the Commodities Futures Trading Commission, spokesman Marlin Fitzwater said in a statement. Reagan asked the group to review the need for new legislation to regulate markets and to sort out conflicting conclusions reached in studies on the crash, Fitzwater said.
