J. C. Penney Co. has named James E. Oesterreicher executive vice president and director of J. C. Penney Stores and William J. Ferguson as his successor as Western region president of J. C. Penney Stores. Ferguson was most recently director of specialty retailing. Oesterreicher succeeds A. Scott Frahlich, who has decided to retire Aug. 1.
