Cutting the State Budget

The Times says that the latest state budget is “another fine mess” and “not what taxpayers have a right to expect from government.” In fact this budget is exactly what the majority of those who vote in California have said they wanted--taxes and spending as low as possible. Their voting records since Proposition 13 show that adequate and proper allocation of funds are now secondary considerations.
