And now, from the folks who say they “saved” “St. Elsewhere” and “Designing Women” by coordinating massive letter-writing campaigns to the series’ home networks: Viewers for Quality Television has announced its annual citations for (what else?) quality in television. The winners included CBS’ “Cagney & Lacey,” another recently canceled series that the quasi-activist organization is trying to rescue. “Cagney and Lacey” won for “best quality drama”--the fourth straight year that the show won the citation--and best actress, Sharon Gless. The awards were based on a recent poll of 1,500 of the organization’s 5,000 members, said director Dorothy Swanson of Fairfax Station, Va.
