‘Bring on the Rails’

Like many, I have long felt that we should build monorails down the center of freeways. Freeways are already going where we want to go and the cost and environmental intrusion of this form of rapid transit should be comparatively low.
A few months ago I learned from a Caltrans official on a radio talk show that this idea was not feasible because it would require shutting down one or more lanes during construction and that the resulting traffic congestion would be unacceptable.
Now I discover that Caltrans thinks it is feasible to build a second deck on the Ventura Freeway (July 15). Since this scheme would create a Promethean amount of disruption, the question must be asked--what does Caltrans really have against monorails which use freeway right-of-ways?
