The publishers of two Tucson newspapers have agreed to a 25-year renewal of the joint operating agreement governing their business operations. The revised agreement maintains the 50-50 relationship in the JOA between Pulitzer Publishing Co., publisher of the Arizona Daily Star, and Gannett Co., publisher of the Tucson Citizen . . . General Motors said it will temporarily close two assembly plants during the week of Jan. 3, idling 8,000 workers. GM will close its plants in Doraville, Ga., and Fairfax, Kan., to reduce inventories.
