The Philippine government has rejected outside arbitration in its legal battle with Westinghouse Electric Corp. over a $2.4-billion commercial nuclear power plant that it says is unsafe to operate. Justice Secretary Sedfrey Ordonez said Manila favors litigating the case, as the government has sufficient evidence to prove that bribery occurred in Westinghouse’s 1976 contract with the Philippines’ national utility.
