Pay Raises for County Execs

News item: Los Angeles County administrators receive substantial merit increases in salary.
Why? Because they have done such a great job.
Just look at all the innovative solutions they have come up with for transportation problems, the emergency room crisis, housing the homeless, providing care for the mentally ill, protecting the environment, improving the criminal justice system--hey, wait a minute! It seems to me they deserve a merit decrease.
