Tropical Storm Batters Texas

BRAZORIA, Tex. — Tropical storm Allison--the first of the Atlantic season--hit the Texas coast Monday, spinning off at least one tornado and flinging heavy rains and 55-m.p.h. gusts that flooded streets and downed power lines.
The storm brought 7.6 inches to downtown Houston, the National Weather Service said, and every major highway in and around the Houston area was flooded and considered impassable. Some 30,000 residents were reported without power.
A tornado touched down in Galveston, damaging a house but causing no injuries.
