China’s Jiang Gets Gorbachev Congratulations

MOSCOW — Soviet President Mikhail S. Gorbachev sent a message of congratulations Wednesday to newly installed Chinese Communist Party chief Jiang Zemin, expressing his personal good wishes but making no reference to the repression of China’s democracy movement.
Pravda, the official newspaper of the Soviet Communist Party, carried the message on its front page and also published a separate commentary saying that the two nations laid the groundwork for normalization of relations by demilitarizing their border in recent years.
The Soviet President made a point of adding his personal good wishes to those of the Soviet Communist Party.
