S. African Union Group Urges Election Boycott

JOHANNESBURG, South Africa — The largest trade federation in South Africa defied emergency regulations Sunday and called for a boycott of parliamentary elections in September and for economic sanctions to isolate the government.
Jay Naidoo, general secretary of the Congress of South African Trade Unions, also raised the possibility of a week of protests against the white minority government immediately before the voting that will exclude the vast majority of South Africa’s people--its 28 million blacks.
