Staar Chapter 11 Petition Dismissed: Two former board members of Staar Surgical Co. lost their bid to force the Monrovia-based company to file for bankruptcy protection. Waggoner. Waggoner was temporarily locked out of his offices after the company’s board rebelled against his plans to sign an $11-million licensing agreement with Chiron Ophthalmics Inc. of Irvine.
