Downey : Deputy Clerk Promoted to Clerk/Treasurer Job

The City Council has promoted Deputy City Clerk Judith E. McDonnell to city clerk/treasurer.
McDonnell has worked for Downey 19 years, first as executive secretary to the city clerk and then, since 1987, as deputy city clerk. The council voted Tuesday night to pay her $43,000 in her new position.
McDonnell succeeds Jenny Young-Felty, who resigned last month. Young, a former Whittier city clerk, did not give a reason for her resignation. Former City Clerk/Treasurer Robert L. Shand came out of retirement to temporarily fill the position.
