Council Panel Backs Limit on Landfill

The chairman of a Los Angeles City Council panel Monday agreed to support a plan to bar the Lopez Canyon dump from being expanded into the 400-acre buffer zone the city is trying to buy around the landfill for $5.3 million.

Councilman Marvin Braude, chairman of the council’s environment committee, said he would recommend full council adoption of a motion to place covenants in the deeds to prevent the properties from ever being used as part of the landfill.

The city, the owner of the Lopez Canyon dump, is buying the land to buffer the landfill from residential areas. The city has already purchased three of the 11 properties it needs. Despite the stated purpose of the acquisition plan, Councilman Ernani Bernardi, a foe of the Lake View Terrace dump, has proposed putting restrictive language in the deeds to make the prohibition permanent.
