Stephen T. McArthur has been appointed vice president, retail development, for the Koll Co. in the Southern California region. He will be responsible for identifying retail opportunities and developing and leasing retail centers in Orange, San Diego and Riverside counties. McArthur previously had his own retail development firm in Costa Mesa and before that, was vice president for retail development for BCE Development in Irvine.
