P.M. BRIEFING : China to Streamline Industries

BEIJING — China said today it is adopting basic reforms to streamline balky socialist industries, allowing government agencies to reject state-produced goods they deem unpopular or shoddy.
The reforms would be a sharp departure from the government’s near-sacred socialist policy of guaranteeing the purchase of virtually all industrial goods and materials coming off state-run production lines, the official China Daily said.
It clearly aims to squeeze higher quality from stodgy state-run enterprises that for decades have attempted to fill official quotas rather than meet commercial demand for quality products.
