The article “3 Guilty of Rigging Superfund Toxic Tests” (Nov. 14) points out the fallacy of paying a contractor an incentive to meet U.S. Environmental Protection Agency deadlines.
The “accountant mentality” used by government procurement officers to reduce costs by contractors is spread throughout all departments of the federal government.
We are just seeing the tip of the iceberg in EPA procurement practices, and meanwhile, the public health is at risk.
