Albania Vote to Offer Choice of Candidates

VIENNA — Voters in Albania will elect a new Parliament on Feb. 10 from a choice of candidates for the first time in 45 years of Communist rule.
Outgoing lawmakers passed a new election law last month that offers voters a secret ballot and a choice of candidates, including independents whose programs do not contain “fascist, racist or terrorist ideas.” The law stops short of permitting political parties other than the ruling Communist Party.
