President Corazon Aquino dropped the third major figure from her Cabinet in three weeks and was expected to announce a Cabinet reshuffle today. Aquino accepted the resignation of Public Works and Highways Secretary Fiorello Estuar but did not name a replacement. Palace sources said Aquino’s changes are an effort to trim the bureaucracy and cut spending.
