How Long Must People Sit in Traffic?

In 10 years, Californians can expect 25% more cars, trucks and buses on their streets and highways. On the bright side, the number of Californians forsaking their cars for intercity and commuter rails will go up evern more substantially. But people will spend even more time stuck in traffic.
