Long-Term Care Needs : Can California Care for Its Elderly and Disabled?

The number of Californians who, through age, illness or mental or physical disability, have lost some capacity for independence is rising steadily. Living either in their homes or in institutions, they depend on such state-financed services as home-delivered meals and special transportation. But while the need for these services will clearly go up, spending per person is expected to go down.
