WHEN, ALREADY? The Persian Gulf crisis apparently has stalled the stock market’s “January effect” (D5). . . . It usually occurs during the first two weeks of January, when stocks of small companies, such as those in Orange County, do better than those of big blue-chip firms. . . . But so far this year, there are twice as many losers as gainers among stocks of 100 public companies in Orange County.
