CALIFORNIA IN BRIEF : SAN FRANCISCO : State Sen. Kopp Out of Race for Mayor

State Sen. Quentin Kopp, considered the strongest potential challenger to longtime rival Mayor Art Agnos, says he does not plan to run for the city’s top job in November. Kopp, 62, said he could serve the city best by remaining in the Legislature, where he has served five years as the only independent in the state Senate. Kopp’s decision, announced Thursday, leaves Supervisor Tom Hsieh and former Police Chief Frank Jordan as the most likely candidates this year. Neither has declared his candidacy, but both said they would not run if Kopp were in the race.
