PRESIDENT BUSH monitored the war from his retreat in Camp David, Md. He telephoned Prime Minister Yitzhak Shamir to express his concern about Iraq’s missile attacks on Israel. . . . Iraq and the United States made their first wartime diplomatic contact. The deputy chief of mission from the Iraq Embassy in Washington was summoned to the State Department and told the U.S. expects “humane treatment” of any prisoners of war.
