World IN BRIEF : CZECHOSLOVAKIA : Havel Says No to Soviet Troop Trains

President Vaclav Havel rejected a multimillion-dollar offer from the German railroad to move homeward-bound Soviet troops across Czechoslovakia. Havel, in his weekly broadcast, said of the offer: “I believe it would not be a good thing.” He said the transfer of troops, possible cuts in Soviet oil deliveries and the potential spillover of violence in the Soviet Union into neighboring states could mean trouble for Czechoslovakia. Germany’s state-run railway had offered to pay up to $33,700 per train to ship the Soviets home by the end of 1991.
