Your article concerning the exodus of experts from the state Legislature due to the implementation of Prop. 140 (“Prop. 140 Forces Exodus of Experts From Legislature,” front page, Feb. 3) shows clearly why the citizens of California approved the proposition in the first place. State employees with only two years of service were offered five months of salary to leave. In the private sector, also known as the “real world,” employees with only two years of service would be very lucky to get two weeks of pay. It is this very attitude of free spending which prompted the citizens to approve Prop. 140.
