Home Building Down 18% in 4th Quarter: Home building fell to 221,195 units in the fourth quarter, down 18% from the prior-year quarter, the F. W. Dodge Division of McGraw-Hill Inc. said. For the year, there were 1.13 million housing starts, compared to 1.19 million a year earlier. The 1990 figure was the worst since 1982’s output of 1.09 million homes, condominiums and apartments.
