John K. Carroll, chief prosecutor in the government’s case against convicted junk bond king Michael Milken, has been named chief of the securities and commodities fraud task force of the U.S. Attorney’s Office in the New York borough of Manhattan. Carroll, 35, will succeed Alan M. Cohen, who will join the Los Angeles-based O’Melveny & Myers law firm.
