Farmland and Water Shortage

If the public has to conserve on its water usage, the Metropolitan Water District should be forced to maintain its current prices (instead of increasing them to make up for the decreased demand). Less water usage will just mean MWD will have to bear its fair share of the burden, which means cutting operating costs and suffering along with everyone else.
