New School Bells: The creator of “Channel One,” the controversial classroom news show that includes commercials, wants to establish 200 profit-making schools nationwide at a cost of more than $2.5 billion. “It is a private effort with a public mission,” says Chris Whittle, chairman of Whittle Communications. Initially, educators, political leaders and scientists would spend two to three years designing a model school for the next century. Following that, schools would be established in all 50 states, with 1996 as the target date for the first schools to open.
