American Indians may have been underpaid for oil and gas royalties by $12 million, and it could take until 1996 for the Bureau of Indian Affairs to get its books in order, bureau officials said. A report to a subcommittee of the House Committee on Government Operations said the money may have been lost because funds were not invested properly or were embezzled or uninsured. But other tribes and individuals may have been overpaid by as much as $4.8 million, it said.
