MOVING UP: Brig. Gen. Harold W. Blot gets a second star today at El Toro Marine Corps Air Station, bringing him closer to what might be an even bigger promotion: command of the 3rd Aircraft Wing. . . . “He’s certainly the leading contender,” one military source says. There would be room at the top of the 3rd Wing if Maj. Gen. Royal N. Moore Jr., a Gulf War hero and current commander of the wing, is bumped up to a higher command.
