DISARMING THE MIDEAST

Following are the main points of the Mideast arms-control proposal by President Bush. The plan would:
* Freeze buying, building and testing of surface-to-surface missiles by countries in the region, with the aim of ultimately eliminating them.
* Ban production and purchase of weapons-grade uranium and place all nuclear facilities under international safeguards.
* Call on all countries in the region to commit to early completion of a global treaty banning chemical weapons.
* Call on the world’s five major arms suppliers--United States, Britain, France, the Soviet Union and China--to meet soon to establish guidelines for restraining sales of conventional arms, as well as weapons of mass destruction and related technology.
