Western Aid to Soviet Union

What the Soviets need to do to salvage their economy they can do well enough on their own. Let them cut their military budget, which eats up 25% of their gross national product. Let them throw open their borders and allow free trade within and without, and allow Western businessmen to buy and sell freely.
These simple steps will provide them with all the “aid” they need. But let them help themselves. No welfare for the Soviets!
