Oil Consumption Rising: The world’s appetite for oil this winter will be stronger than previously expected, according to the International Energy Agency. The shortage is being caused in part by a sharp drop in output from the Soviet Union. The IEA predicted demand of 67.1 million barrels per day in the fourth quarter and 68.6 million in the first quarter of 1992. The forecast is 1.2 million barrels per day more than the first quarter and 200,000 barrels per day above what the IEA said the world would need in its report last month.
