Dollars in Garden Grove: The Garden Grove City Council on Tuesday approved a plan to provide a permanent, ongoing subsidy for local arts groups. With most of the money expected to go to the financially strapped Grove Shakespeare Festival and the Orange County Symphony of Garden Grove, arts groups could share in as much as $100,000 a year under the new plan. The council agreed to allow city arts groups to tap an arts-in-public-places fund generated through developer fees.
