Gunman Kills Woman, Dies in Police Shootout

PHOENIX — A man wearing a bulletproof vest opened fire in a downtown office building Thursday, killing one woman and injuring two others before being shot to death in a gun battle with police, authorities said.
“He was standing up. He was shooting,” said Fire Department Capt. Erik Hoyer, who saw the shootout in the building that houses the city Personnel Department.
The gunman’s bulletproof vest stopped at least three bullets, Hoyer said. “The police got him twice in the head,” he added.
Sgt. Leo Speliopolis said the man asked to see files he was not entitled to look at, and, when his request was denied, he pulled out a gun and started shooting, hitting three women. It was not known which records the man sought.
