MAIL TRAIL: Beginning Nov. 1, the Department of Motor Vehicles will no longer process registration renewals at local offices. You’ll have to renew by mail. But to ease things a bit, the DMV plans to expand telephone and credit card services, allowing customers to renew at “Info California” kiosks throughout the state, says agency spokesman Bill Madison. . . . The move saves the DMV $1 million a year, but no layoffs are planned. “We’re inundated from other services,” says W. Yvonne Rowden, manager of the DMV office in Costa Mesa. “We have enough to do, trust me.”
