DOCTOR GIL: Assemblyman Gil Ferguson (R-Newport Beach) has put his reputation as a party outsider to good use. He’s been appointed chairman of the GOP’s 33-member Assembly caucus. . . . The lawmaker suggests he was chosen because he might reduce the tension between moderates and conservatives in the party. Says Ferguson: “Somebody has to try and cross the bridge and say: ‘Let’s heal this wound in the party.’ ”
