DOWNEY : Former Schools Official to Seek Council Seat

Grace E. Horney has spent almost half of her life as an elected official, but she is still not ready to give up public office. Until she was defeated in the November election, Horney, 66, had served more than 28 years on the board that runs Downey schools. Now she is making plans to run for the Downey City Council seat held by Diane P. Boggs even though the election is still two years away.

Boggs’ district covers the southeast section of Downey, the same area Horney represented on the Downey Unified School District.

Boggs’ term ends in April, 1996, and because the councilwoman has served on the board for more than nine years, she will be unable to run again. Under a voter-approved measure, no council member may serve more than two terms.

Horney was first elected to the Downey school board in 1965 and served seven terms. She was defeated in November’s election by newcomer Barbara (Bobbie) R. Samperi.
