EU Unemployment Static: The unemployment rate was 11%, or 18.2 million people, in April, unchanged from the first three months of the year, according to Eurostat, the European Commission’s statistics office. The figure was 11.4% a year ago, Eurostat said. The rate in Spain remained the highest in the 15-nation European Union, but dipped to 22.8% from 24.4%. Luxembourg again had the lowest unemployment rate, at 3.8%, but that was up from the 3.5% recorded a year earlier.
