Despite a general ban on rodeos because of concerns about noise and litter, the City Council granted a special permit this week for a rodeo, carnival and concert next month at Camino Capistrano and Junipero Serra Road.
Residents near the site had submitted a petition asking the city to require rodeo organizers to keep patrons from trespassing, littering or creating a public nuisance in their neighborhood, and requesting extra police patrols.
Councilman Wyatt T. Hart suggested that officials of Rodeo USA meet with police representatives to work out a plan to keep patrons from straying into residential streets.
