Lugar Heads Winning Team in Capital Footrace

WASHINGTON — Sen. Richard G. Lugar (R-Ind.) trails in the polls in his run for the Republican presidential nomination, but he led a winning team Wednesday in a three-mile footrace.
The Lugar-led team won the 15th annual Nike Capital Challenge race among 11 teams in a contest that drew 643 competitors from the Clinton Administration, Congress and the media.
Lugar, 63, finished seventh among senators with a time of 26 minutes, 29 seconds.
