The Internal Revenue Service plans to undertake one of the largest layoffs of federal employees in the Washington area. About 5,000 jobs will be cut starting in January 1997, with between 2,000 and 2,300 layoffs in the capital. Budget cuts from last year, the prospect of more cuts this year and the need for quicker savings from field reorganizations have forced the IRS to resort to layoffs, said David A. Mader, the agency’s chief management officer.
