* Re “Standoff Over Chemical Weapons,” April 5: If the pact must be signed by April 29, and it cannot be altered after 161 countries have signed the treaty with 70 already ratified, how can Sen. Jesse Helms and the GOP expect to make any changes in the treaty?
There’s no point in negotiations after the barn has burned down with the U.S. horse in it.
