LATEST ACCOMPLISHMENT: Chemerinsky, one of 15 members of a panel that is rewriting the 72-year-old charter that acts as the Los Angeles city constitution, was chosen by the other panelists to chair the group. Chemerinsky, who has helped write a constitution for Belarus, the former Soviet Union republic, was elected to the panel from a district that stretches from Westwood to Van Nuys. The panel hopes to redesign city government to make it more effective and more responsive to its citizens.

GOALS FOR 1998: The elected panel is hoping to complete a draft of the new charter by November 1998. But the political pressure will be great because a separate, appointed 21-member panel is working on the same goal. In addition, elected officials and unions are closely watching the reform to see how it will alter their power in City Hall.
