INS Fees

According to “Riordan Assails Citizenship Backlog” (Sept. 18), INS officials noted that the Clinton administration is seeking permission from Congress to use $200 million in agency fees to help reduce the backlog.
In my naivete I thought that the $90 fee I paid in July 1995 was intended to pay for the processing of my citizenship application. No wonder I still have not been able to obtain citizenship, if the money has just been sitting in the bank. May I ask for what purpose INS agency fees are collected?
